The Bylaws Committee was agreed to be formed in the Interim Board Meeting in Seoul on the 13.05.2000. However, at that time we did not have a legal candidate for the Committee. Dr.Tan Tin Wee, the Bylaws Committee Chair put a request on announce@minc.org for a legal candidate. Responding to that request Prof. Hualin Qian recommended Dr.John Huang and he agreed to serve as a member of the Bylaws Committee. We welcome Dr. John Huang on board.
